If you have the person’s phone and SIM, you can delete the account in the app. Otherwise the account deletes itself after about 45 days of inactivity, or you can email WhatsApp to close it. Chats are not recoverable without an existing backup on the phone.
Can we read their WhatsApp messages?
Not unless there is a backup on a phone you can unlock. WhatsApp itself cannot provide message content because of encryption.
